In 1998 the ÖBB (Austrian Federal Railways) ordered a diesel-electric locomotive with three-phase traction motors from Siemens. On one hand, the 2016 was intended to replace the outdated class 2043 and 2143 locomotives. On the other hand, the ÖBB wanted to procure a powerful, general-purpose universal locomotive with this locomotive. In addition to the ÖBB, the Hong Kong KCRC also ordered the EuroRunner type ER 20 locomotives. In addition, several locomotives are part of Siemen"s lease locomotive pool, and trains such as "Allgäu-Express" from Munich to Oberstdorf. In Austria they are known as "Hercules".
